David Montoya is a 15th generation Santa Fean. He is a graduate of St. Michael’s High School and served in the United States Air Force for nearly 7 years.
He worked on the DC staff of Senator Jeff Bingaman and is currently a Senior Construction Manager for Parsons Engineering Corporation.
David holds two Masters Degrees: an MBA from Georgetown University and a Masters in Science from Louisiana State University.
David is currently deeply involved in the Santa Fe community, serving as a department head for the annual burning of Zozobra, an active member of the Santa Fe Fiesta Council, the Fraternal Order of the Eagles, and is also a Santa Fe County volunteer firefighter. Finally, David is extremely proud of his two adult children Megan and Ben.
David Montoya's campaign is rooted in a vision for a brighter, more inclusive Santa Fe. He believes in fostering economic development, ensuring public safety, enhancing educational opportunities, addressing affordable housing and homelessness, improving the delivery of government services and basic functions of government, and promoting environmental sustainability.
The goal is to create a thriving community where every resident has the opportunity to succeed and lead a fulfilling life. His candidacy represents a new chapter for the city, grounded in hope, determination, and the belief that Santa Fe’s best years are ahead of us!

David Montoya believes true public safety comes from strong communities, and ensuring that our Police have the tools necessary for aggressive enforcement.
"The wave of crime and drug use did not happen overnight. The last 8 years of neighborhood neglect, along with a lack of action on the upstream causes of crime have all contributed to the unsafe city we have today"
His vision also includes looking at the upstream root causes of crime—poverty, addiction, and lack of mental health resources—while ensuring Santa Fe’s neighborhoods are safe, healthy, and supported.

David’s approach to public safety is about building a Santa Fe where everyone feels secure—whether it’s walking home at night, seeking help in a crisis, or raising a family. By prioritizing enforcement, care, prevention, and accountability, he will create lasting safety for all residents.
Affordable housing is one of the most pressing challenges facing Santa Fe. David Montoya is committed to ensuring that all residents—families, individuals, and essential workers—can afford to live and thrive in our community.
“Our campaign embraces the principles included in the Housing for Santa Fe platform,” David says. “From day one of the campaign, I met with the new Executive Director of Habitat for Humanity, Cathy Collins. In this meeting, we discussed her plans and how we could increase the number of units per year produced by Habitat and what the city could do to support her efforts. As a Construction Manager, I bring specific expertise and experience in understanding the construction process.
Land use and permitting processes in the city need to be rewritten, streamlined, and digitized. Affordability and availability are huge issues that I have supported since day one. Increasing affordable and workforce housing is critical to addressing homelessness; quite simply, there are more affordable housing vouchers than there are housing options.
Our teachers, law enforcement, city employees, and fire/EMS personnel can’t afford to live where they work. How can we institute a policy of community policing when our law enforcement officers are forced to live in Rio Rancho? This is a segment of housing that has been neglected for too long.
Home ownership also needs to be a priority. We must push for more ownership opportunities in both multi-family and single-family formats. The city can do more—every unit (100%) of development on city-owned land should be geared towards housing the homeless, affordable housing, and workforce housing.
Finally, rent is completely out of control in Santa Fe. I’ve seen a two-bedroom, two-bath unit renting for over $2,500 a month. This is unacceptable. Affordable housing, healthcare, public transportation, and the cost of everyday living are key priorities of my campaign.”
David Montoya will work to create partnerships with developers, secure funding for housing projects, and implement measures that ensure housing remains affordable for all residents. His goal is to provide stability and security for families and individuals in Santa Fe—so our community remains a place where everyone can belong and build a future.
